K-12 Schools and Libraries: Key Insights on FCC’s $200M Cybersecurity Pilot and Cisco Simplified Solutions

On September 17, 2024, the FCC launched its cybersecurity pilot program. Interested parties can now submit an FCC Form 484 “part one” to apply for participation through the USAC’s EPC portal. The deadline for applications is November 1, 2024.
K-12 schools and public libraries that wish to apply to the pilot program can do so by submitting FCC Form 484. This application requires them to share key information about their existing cybersecurity measures and resources, as well as their proposed technology projects and estimated costs if selected for the program. The FCC will assess all submissions and choose the participants for the pilot. Those selected will then enter a competitive bidding process, followed by a funding application, billing, and invoicing procedures similar to those of the E-Rate program.
What is the program
The Schools and Libraries Cybersecurity Pilot Program is meant to study the effectiveness of using universal service funding to support cybersecurity services and equipment to protect school and library broadband networks. The three-year Pilot Program provides up to $200 million in Universal Service Fund support available to participating eligible schools and libraries to defray the costs of eligible cybersecurity services and equipment.
Timeline
The pilot program will span three years and receive funding of up to $200 million, sourced from unused E-Rate funds to minimize the contribution factor impact.
Funding budgets
Participants in the pilot program will have a pre-discount “budget” model similar to the Category Two budget system in the E-rate program. Schools will have a budget of $13.60 per student and Libraries will be allotted $15,000 per location. All applicants must adhere to a minimum budget of $15,000 for schools with less than 1,100 students and a maximum of $1.5 million for schools with over 110,000 students. This dollar amount is per year, but the full 3-year sum can be used in the first year of the program.
Use of funds
Eligible services include those that aim to enhance cybersecurity in K-12 schools, libraries, or consortia. The Pilot Eligible Services List outlines four key technologies:
- Advanced and Next-Generation Firewalls
- Endpoint Protection
- Identity Protection and Authentication
- Monitoring, Detection, and Response
Application process
The application process for participation in the pilot program is divided into two parts by the FCC. The first part collects general cybersecurity information and project details, while the second part requires more detailed information on current cybersecurity practices, training, policies, and cyber threat history. The application process mirrors the E-rate process, involving competitive bidding with FCC Form 470, discount requests with FCC Form 471, and invoicing with BEARs or SPIs through FCC Forms 472 or 474.
